LETC Chair  - Carolyn Donovan 

Caroline is currently Chief Executive of North Staffordshire Combined Healthcare NHS Trust. She is passionate about high quality patient-centred services with a nursing background across a range of services. Her experience of Public Health enabled her to work in active partnership with many organisations outside the NHS, deepening her appreciation of the broad determinants of health and the importance of public engagement.

She has spent many years in developing leaders and believes strongly that values and behaviours are essential to providing excellent patient-centred leadership.

She has held senior workforce and organisational roles including the West Midlands Workforce Deanery, and Non-Executive role for the Regional Learning and Skills Council. Before being appointed as Chief Executive, she was Deputy Chief Executive and Executive Director of Leadership & Workforce.

Carolyn represents the Mental Health Institute LETC at the Heath Education West Midlands Local Education and Training Board.

Mental Health Institute LETC Lead – Dr Teresa Hewitt-Moran

Teresa has 11 years’ experience of working at a regional level in the West Midlands, leading programmes of work in workforce development and service improvement, previous to which she had 15 years clinical experience managing services in mental health. For the last 2 years she has played a key role in the development of the emerging LETC architecture and currently leads the Mental Health Institute and the Shropshire & Staffordshire LETCs.

Working in partnership with the chair, portfolio leads and council members, Teresa’s role is toenable provider trusts to create an ambitious vision for change and innovation, and develop strategies to deliver a future fit workforce.

West Midlands has the only mental health pathway specific LETC across the Heath Education England system. This affords the opportunity to demonstrate that we can lead the way in workforce innovation, stretch scope and scale of our ambitions at both a national and international level in leading mental health workforce innovation.

As a member of the Senior Management Team, Teresa also leads the Widening Participation and Dementia priority work streams within the West Midlands.

Workforce Development Specialist Chris Malvern

Chris joined the NHS 25 years ago as a Healthcare Assistant. After training as a Registered General Nurse and over 10 years in clinical roles in a variety of settings he moved into Clinical Education, Workforce Development and Workforce Planning roles. He has over 10 years’ experience of working in the Mental Health and Learning Disability Sector and joined the West Midlands team in October 2013.

The role involves:

  • Working closely with staff across the West Midlands and MHI LETC members/portfolio leads to ensure operational delivery of objectives and development of an effective provider-led system
  • Development of the MHI LETC 5 year Workforce Development Plan
  • Working with provider trusts to capture learning from workforce plans and creating an aggregate region-wide plan
  • Contributing to identification of MHI LETC priorities arising from the workforce plans and wider health policy and guidance
  • Oversight of work with provider trusts to deliver workforce development programmes that meet region-wide needs
  • Working to create/develop partnerships with West Midlands local authority, private, voluntary and independent sector organisations
  • Working with partners across the West Midlands to further develop both the efficacy and quality of education and training provision.
