Local Workforce Action Boards

To help ensure health and care services are built around the needs of people in north west, local providers and commissioners are working together to produce Sustainability and Transformation Plans (STP). These plans will show how local services will evolve and become sustainable over the next five years – ultimately delivering the Five Year Forward View vision of better health, better patient care and improved NHS efficiency. More information about STPs can be found on NHS England's website.


We are supporting the workforce elements of the STPs through Local Workforce Action Boards (LWABs) which will ensure that decisions about the NHS and social care workforce take place in the right place at the right time with the right people. The LWABs are working closely with the health and social care providers and commissioners around the workforce elements of the STPs.

In the north west we have two LWABs in Cheshire and Mersey and Lancashire and South Cumbria.

The Cheshire and Mersey LWAB is co-chaired by Kathy Thomson – Chief Executive of Liverpool Women’s Hospital and Jenny Cavalot – Joint Local Director for the north west.

The Lancashire and South Cumbria LWAB is co-chaired by Heather Tierney-Moore - Chief Executive of Lancashire Care NHS Foundation Trust and Jenny Cavalot – Joint Local Director for the north west.

​The Greater Manchester LWAB is part of the Greater Manchester Strategic Board chaired by Andrew Foster - Chief Executive of Wrightington, Wigan and Leigh NHS Foundation Trust and supported by Neil McLauchlan – Joint Local Director for the north west
